FOUNDATIONAL LITERACY AND NUMERACY (FLN) INTIATIVE FOR CHILDREN IN AGE GROUP THREE TO EIGHT YEARS: SHORT NOTE



The child psychology and neuro-scientific research has found the the early years (0 to 8 years) are the children's most active and significant period of growth and development, in the life of a child. It is during this period that the foundation for the holistic development has a lasting impact It is the period which requires high quality active learning inputs resulting in accomplishment of diverse potentials of a child.


According to MoE-GOI, Foundational Literacy and Numeracy (FLN) refers to basic skills in reading, writing, and mathematics. It is the ability to read and understand a basic text, acquire writing skills and perform simple mathematical operations.


The key components in Foundational Language and Literacy are  as follows

  • Oral language

  • Decoding,

  • Reading with clarity of speech

  • Reading fluency

  • Reading comprehension and

  • Writing language codes and spelling


The Foundational Numeracy skills must translates to the following abilities

  • Quantification and language of math

  • Reasoning

  • Applying simple numerical concepts in daily life.


The major components of foundational numeracy include

  • Pre-number concepts,

  • Numbers and operations on numbers,

  • Shapes and spatial understanding,

  • Measurement

  • Data handling


Furthermore, NEP-2020 has emphasized the development of the 'ability to read, write and perform basic operations with numbers is a necessary foundation and an indispensable prerequisite for all future schooling and lifelong learning.'


Also ,the UN's Sustainable development goals (SDGs) have urged the world community to ensure that 'all girls and boys must have access to quality early childhood development, care, and pre-primary education so that they are ready for primary education and also complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes' by 2030.


The policy highlighted that the FLN in primary schools should be achieved by 2026-27 under the National Mission on FLN called National Initiative for Proficiency in Reading with the following aspects

  • Understanding and Numeracy (NIPUN) Bharat Mission through

  • Teacher capacity building, development of high-quality

  • Use of diversified student and teacher resources/ learning materials,

  • System of  tracking the progress of each child in achieving the learning outcomes.


As per the recommendations of NEP, 2020, A 3-month School Preparatory Module, Vidya Pravesh was also developed by NCERT for all the children starting Grade I.


  • NISHTHA FLN: The learning resource is meant train the teachers on different aspects of foundational learning through 12 modules.

  • DIKSHA FLN: This resource has a large number of infographics, byte size videos, worksheets, assessment items were created and uploaded for the use of different stakeholders.

  • The National Curricular Framework for Foundational Stage (NCF-FS)-2022:

  • Teaching-Learning Material (TLM) both for teachers and students

  • Teacher capacity building programme

  • Assessment and pedagogical approaches to guide the nature of syllabus, textbooks and other resource material for teaching and learning


JAADUI PITARA-2023:: This resource has exemplars of content needed in any school for the Foundational Stage.  It also has the toys, games, puzzles, puppets, posters, flashcards, story cards, playbooks for students, supported by a handbooks for teachers.
