Competency based mastery learning strategy: A concept note


In the competency based mastery learning strategy, a level of learning is set for students for a given curricular segment to be mastered through a support system as continuous progress path with no learning gaps. In other words, with a criterion referenced quality instruction, the educational system or teachers manage students' success with a pre-fixed standard of achievement score, often 80% score or more.


Thus, competency based mastery learning emphasizes to minimizing the learning gaps in a curricular segment by shifting the onus of supportive interventions on the institution and its teachers



The NEP-2020 has stressed for shift towards development of competencies among the students of senior school onward to develop the higher order thinking skills including critical thinking skill and knowledge construction skill. In nutshell, it is an outcome‐based approach to education to ensure instructional quality and professional proficiency of teachers and institutions.

A: Attainment a given pre-set level of learning to progress forward to the next level after testing the matery

B: Benjamin Bloom proposed criterion-referenced instructional strategy for prescribed syllabus with flexible support options for the instructor and learner both students.

C: Cognitive psychology and pre-set competency based instructional strategy with Bloom's taxonomy-centric formative evaluation for each level of learning

D: Development of competency-based curriculum as a complete package in the form of periodical study units with competency statements and formative mastery tests

E: Evaluation is recurrent with support for crossing the set standard of achievement which is often more that 80%
