With a basic camera or a smart phone, one can start experimenting with and experiencing creative photography of tilt–and-shift or tilt-shift style. With little practice, one can develop an eye for such a photography.
In a way, the technique involves two different types of movements for a beginner. First, rotation of the lens plane relative to the image plane called tilt. Secondly, the movement of the lens or camera or screen parallel to the image plane called shift.
In this photography, the camera or camera lens can be titled downwards/upwards/sideways by positioning it are various places up and down or sideways to get some perspectives and their distortions.
In other words, the tilting of camera during the shift from position to position can be turned along the vertical or horizontal axis. Try experimenting and gradually you will discover the strength of this kind of photography.
With good camera, the tilt lenses are available. Also, tilt-shift can be achieved with photoshop software while editing any photograph. At times, tilting around the vertical axis results into a combination of sharp and blurred portions in the image.
Such photography is learnt through experimentation with a digital camera and later using the perspective control lens and use pg digital post-processing soft-wares.
