The best times for the sun-flares are the fore-noon and afternoon times with partially blocked sun.

Protect your eyes from the sun flare by wearing dark glasses. Also use a tripod and timed-click to to take for sun-flare photos. Do editing and post-processing to enhance the sun flare effect.
