Parliament has passed the Foreign Contribution (Regulation) Amendment Bill -2020 despite objections from opposition parties in the House. Also, various NGOs and INGOs have been opposing the bill since they felt it will be devastating blow to the non-profit sector working with marginalized groups.
Home Minister, Amit Shah introduced the bill that required several changes in the existing Act. The salient features of the new Act will be as follows.
Making it mandatory for office bearers of any NGO to provide their Aadhaar numbers.
Granting powers to the government to stop utilization of foreign funds by an organisation through a 'summary inquiry'
Enforcing strict compliance mechanism; enhancing transparency and accountability in receiving and utilization of foreign contributions
According to present government there were a number of NGOs that were indulging in 'anti-development activism' and causing a 'negative impact on the economic growth'.
It may be recalled that the Home ministry cancelled registrations some national educational institutions such as 'Jawaharlal Nehru University, IIT-Kanpur and Jamia Milia Islamia' on the plea of non-maintenance proper FCRA account.
